When Bruce Wayne's employee and friend Lucius Fox went to Markovia for Wayne Enterprises and got caught in the revolution, the Justice League could not help out, as the U.S. State Department wanted the League to stay out. Being unable to accept this, Batman left the League and went to Markovia. For the mission, he took Jefferson Pierce, the Black Lightning [Batman and the Outsiders (1st series) #1]. In Markovia, King Viktor I had just died, and Baron Bedlam was trying to take over as the ruler. Also in the country was Rex Mason, Metamorpho, Tatsu Yamashiro, and an amnesiac girl whom he named Halo due to her visible aura. Along with Prince Brion Markov who had just been given his geo-force powers by Dr. Jace, they defeated Baron Bedlam and formed the group named the Outsiders [Batman and the Outsiders (1st series) #2].
The group was both for training the new heroes in how to use their powers and for taking on missions, that groups like Justice League couldn't take. They were set up in Gotham, funded and led by Batman [Batman and the Outsiders (1st series) #3] but as time went by, Geo-Force became the leader and Batman went back to the Justice League and patrolling Gotham with Robin (Jason Todd).

The identity as Starman was only pre-crisis Detective (Comics #247). Post-crisis this was retconned to David Knight. Pre-crisis Batman founded the Outsiders after a fallout with the Justice League. Post-crisis it seems that this was removed from continuity.
